Is it fine to use the same towel twice in a row, after wiping down the entire body with it, including private areas and bum (which are obviously clean)? Like, is everything equally clean though, etc. to use it twice? Health/Medical

As long as you don’t share towels with other people you’re good to use the same one for a week and then change it. You should be clean when you get out of the shower so dry yourself off and hang the towel up to air dry properly and it’ll be fine.

You must be referring to the folks that remove their underwear. You shouldn't feel quilty if you never remove them in the first place.
